Navigating NEPA - A Short Course on the National Environmental Policy Act

Welcome to Navigating NEPA, a short course about the National Environmental Policy Act. This course is targeted toward tribes and rural communities who may receive federal funding for transportation or other municipal projects, and are interested in learning more about the NEPA process. It is designed to give participants an overview of the NEPA process and familiarize them with NEPA terminology and concepts.

The course will be broken into two main sessions: part one NEPA an Overview and Part two NEPA Special Topics. Outside of these two sessions there will be opportunity for participants to interact with each other and the course instructor through discussions and by asking questions. There will also be short ‘homework’ questions which are designed to help participants gain confidence in finding answers to questions they may have about NEPA, and encourage them to access available course resources. The total time to complete this course should be about five to six hours. Although it will be possible to complete the materials at any time (the materials will not have submission time constraints), keeping up with the course schedule will enhance the class experience and enable better discussion.

Learning Objectives

  • Gain an overview of NEPA including what the purpose of NEPA is, why we have NEPA, when NEPA applies, and the basic steps necessary to successfully satisfy NEPA.
  • Gain familiarity with a few special topics including the emergency provision, connection with other environmental regulations such as the National Historic Preservation Act, and the relationship to state or ‘little’ NEPAs.
  • Explore available resources for learning more about NEPA and navigating the NEPA process.
